I'm wondering if there are enough riders at the Stafford 610 lot interested in traveling downtown around the state department to start a new line.

I tried slugging for a while into DC and it was quite an adventure trying to get to and from the State Department. I would welcome a line from 610 to Department of State as opposed to using metro to and from the Pentagon as I currently do.
