On more than one occasion I've noticed non-hybrid cars having CF tags (and of course single driver inside). Few weeks ago it was pick-up truck. Today it was a V6 Accord. And let's not forget that Crown Victoria (?) with CF HOV - not sute hoe he made that fly.

The Ford Crown Victoria is available with Compressed Natural Gas (CNG) fuel system and as such is allowed to use the Clean Fuels plates...

Chevrolet also produces a few Hybrid pickups. Ford made electric and CNG pickups as well.

Not sure about the Accord.

From the Virginia DMV website with info on CSF plates:

"Qualifications for Clean Special Fuel License Plates
In order for your vehicle to qualify as clean fuel it must be exclusively powered by clean special fuel. The following types of fuels may qualify a vehicle for clean special fuel plates:
Compressed Natural Gas
Electricity
Ethane
Hybrid Gasoline/Electric
Hydrogen
Hythane
Liquefied Natural Gas
Liquefied Petroleum Gas
Methane
Solar
or Combination of two types of clean special fuels
Not all hybrids qualify for clean special fuel license plates."

Right... Original Poster didn't specify what kind of pickup he saw, so it may have been a legit Clean Fuel vehicle. Ditto on the Crown Vic...

The V6 Accord is another story. (Though you can get a Honda to run on CNG or Propane with the right modifications.)

VDOT needs to work with our law makers to change this as there are two many loop holes. The CF vehicles should still have a requirement to have at least two passengers in order to use the HOV lanes or your vehicle must get better than 50 MPG to ride solo. This would cut out 60% of those who have CF tag plates.

The H in HOV doesn’t stand for Hybrid, our law makers’ work harder to help their friends than to help all of us and that is why they leave the loop holes.

The black Crown Vic with the "CNGHOV" plates you may have seen is legit. It runs on compressed natural gas, which as others have noted means it's an ILEV and is allowed in those lanes pursuant to a federal regulation. I know the owner (we used to work together) and he bought the car on eBay, of all places.

Another former colleague drives a CNG-powered Dodge Caravan.

It's a common misconception that the CF plates are only for hybrids. They're not. But note that the point about the "combination of two special fuels" means that ordinary "flex-fuel" vehicles that run on gasoline or E85 are not eligible (for the very sensible reason that people would just get the CF plates and then never use E85, thus defeating the purpose of allowing the clean fuel exemption).

But it should! Just as the express lanes evolved to allow high occupancy vehicles, it's past time to evolve again to hybrid only (and buses). It combines the PROVEN means of getting cars off the road with the cash for clunkers program, reduces pollution, and saves on fuel. It is the ONLY program that is a win-win-win.

The best way to reduce traffic would be to remove the Hybrid exemption. This would help so many more than the few Hybrid owners. If the Hybrid owners were to pick up passengers it would reduce the number of cars on the road.

Yes I realize that the Governor and his point man (Sean Connaughton) are both pushing for the HOT lanes. Do the Hybrid drivers realize you may have to pay when the HOT lanes are completed? As a Virginia tax payer the HOT lanes is not a fix!

Actually, the best way to reduce traffic would be to make slugs take buses.

No no no!!!

Clean fuels only! Like my Ford F350 that runs on BioDiesel made from used restaurant grease.

Get that hybrid off the road. It still runs on petroleum based fuels. NoSUV supports the terrorists!
