See link below. The Washington Post's Dr. Gridlock reports that VDOT will start charging E-ZPass fees on September 1. Of interest to the slugging community, the new E-ZPass Flex device needed for the Beltway HO/T lanes now under construction, as well as the planned Shirley Highway HO/T lanes, will carry a $1 per month fee UNLESS you use the device solely for commuting in "carpool mode" in the HO/T lanes. That is, if you use your device solely to carry slugs to ride free to DC with the switch set to "HOV mode," your monthly fee is waived. But if you make even one trip on the Dulles Toll Road, for example, they'll hit you with the monthly fee.
As one of the comments below Dr. Gridlock's entry suggests, it might be possible to get around the fee by having both an E-ZPass Flex for carpool purposes and a regular E-ZPass for other purposes. Swap the devices when you want to use a non-HO/T facility.
