Flow of pick up at Tackett's Mills Commuter Lot

I have had terrible experiences in trying to pick up individuals to go to Rosslyn due to the fact that the Pentagon line blocks outgoing traffic out of the new Tacketts lot. They line up side by side with cars picking up for Rosslyn forcing cars that have picked up people to illegally cross a double yellow line and often head into oncoming traffic. Isn't there any way some adjustment could be made so this doesn't happen.
