Can anyone tell me how a weather delay (like this morning's government 2 hour late arrival) impacts the morning slug line, if at all? For example, I usually pick people up around 6:30 to go into DC, if I showed up at the pickup point at 8:30, would there still be riders available?

The 2 hr delay gives you 2 additional hrs to get in with no penalty. It does not mean arrive 2 hrs late. I would recommend starting your commute as soon as you are able to safely start your commute.
