Slugging from 14th and Pennsylvania to Potomac Mil

   Where is the best location to catch a ride back to Potomac Mills in the afternoon from 14th Street.  I tried by Department of Commerce and everyone is picking up to Horner Road.  Is the slug line by Borders Book store or the slug line at 14th and New York better for returning to Potomac Mills Mall?  Thanks
