Think for a minute about who is actually making the donation. The developer sells the homes or the upgraded land use titles to someone to build the homes. People who buy the homes are actually paying for the political donations. Like it or not. Is it in a potential homeowners best interest to buy a home from someone that does not provide all the amenities?

Developers don't want to get involved in what happens over the property line. The impact fees or mitigation fees being discussed in the Virginia Assembly may increase the price of doing business. Not to worry, just pass the cost on to the ultimate buyer (with profit markup, of course).

But the things to be paid for by those impact fees will never happen, or will be much more expensive when individuals try to install them. Want a sewer? Get signatures from 60% of the PROPERTY OWNERS. So if a property owner doesn't have a house on the property, will he be inclined to vote yes on sewers?

If you don't have police protection paid for by the developer, the developer will adopt predatory nesting habits. Much like a cowbird, the developer will expect the county to pick up the salary of police officers to guard the constructions sites. Birds already in the nest will have to give up a little for the new chicks that the developer hopes to add. Even when developers pay for policing they only contribute pennies on the dollar.

What can be done about predatory nesting? For one, contact the developers and point out that shorter commute times through slugging means that people will spend less time on the road and more time at home. More time enjoying the largest investment they will make in their life. Is there a value added to the homes by the availability of slugs? I think so.

Does slugging provide a competitive edge in selling a house? Probably not, since slugs are presently the only ones that know the value, and they aren't talking.

This extra time at home which is provided by slugging is not available on VRE or METRO. Only regular car pools and van pools exceed slugging in providing shortest commute times. I would suggest that van pools can be cheaper under certain circumstances.

Ask the developer to make room for slugging as part of the amenity package.

The other group to contact is the elected representation in the Assembly. Thank them for their dedicated public service and explain that you know how hard it is to get elected without developer funding. Include a comment that you further understand the value added by slugging and that in your opinion, slugging should be addressed in the general and specific land use plans. Some places have a chapter for "circulation". Others have a chapter in land use plans for "transportation." Get the law on land use plans updated to require the developers to answer questions about transportation beyond the property line.
