Different HOV Hours?

   Just curious why the HOV lanes on I-66 are in effect for 1 hour longer in the morning (5:30-9:30 AM on I66 versus 6:00-9:00 AM on I95) and 1 1/2 hours in the evening (3:00-7:00 PM on I66 versus 3:30-6:00 PM on I95)? Anyone have any idea? I think for those of us who live south, it would be helpful to be able to stay a little longer at home and work instead of having to dash to meet the shorter deadline on I-95.

	I'm all for 24h/365d HOV restriction. I'm sick of people cramming in at 3:15 in the afternoon and backing up the HOV lanes at Newington. Or the backup from Woodbridge up to the Fairfax County parkway at 5:30 in the morning. I get road rage and I'm not even driving.
