	Q:  Analysis of the traffic flows, tax-base, and associated supply /demand curves suggest that the government sponsored extension of HOV to Fredericksburg would generate up to $2B of additional revenue to Virginia with no change in tax structures, while the proposed HOT would remove revenue from the tax stream and force additional payments, perhaps as high as $40 per day on commuters.  Since the HOV encourages car pooling and commuter parking lots are -- relative to roads -- low maintenance items, why has Richmond embraced HOT and what is going to be your position on the toll road over the expansion of the existing HOV?
